"By its nature, the Witness Protection Program was designed to be a finale experience with a beginning and an end. The biggest problem was getting the witness to abandon the mind-set that he was being pensioned by the government for life. Certainly, relocation was primarily based on risk assessment, but another factor was employment so the witness could get off the dole. Most of these guys didn't want an average stiff's job. Lack of interest in earning an honest buck had propelled them in the first place into a life of crime. Even where there was initial interest, if they had rubbed out people for a living, how was I supposed to get them excited about flipping burgers at McDonald's?"
